After revisions and expansions from the s to the s, the IPA remained primarily unchanged until the Kiel Convention in A minor revision took place in with the addition of four letters for mid central vowels  and the removal of letters for voiceless implosives. The IPA does not usually have separate letters for two sounds if no known language makes a distinction between them, a property known as "selectiveness". When the IPA is used for phonemic transcription, the letter—sound correspondence can be rather loose. Among the symbols of the IPA, letters represent consonants and vowels , 31 diacritics are used to modify these, and 19 additional signs indicate suprasegmental qualities such as length , tone , stress , and intonation.

Richard Collins created an International Phonetic Alphabet keyboard layout. There are several retroflex consonants not yet recognized by the IPA.
The international phonetic alphabet shall be used. Mate provides phonetic transcription of any translated word in any language into the international phonetic alphabet. The Working Group encouraged the use of a written pronunciation guide in printed gazetteers and recommended the use of the International Phonetic Alphabet for that purpose. The experts discussed the benefits of using the International Phonetic Alphabet to represent pronunciation and the possible inclusion of a less complex method of denoting sounds.
The Working Group recommended that the international standard for the pronunciation of sounds should be as represented in the International Phonetic Alphabet.
During the discussion, the issue of the written representation of pronunciation was raised, in particular the use of the International Phonetic Alphabet IPA. To speak, you must know how to pronounce letters, and more importantly, how to pronounce those letters in words.
